Why Is Tank Akali a thing?

Hello Riot, I just played a ranked game and I was mid lane as Viktor. The enemy team picked Akali, in any other situation other then this I normally beat akali's. Unfortunately you guys did something to akali to make her unbelievably hard to deal with. This akali had all tank runes (Armor, Health, MR) and all Tank items, She had 0 dmg besides her base attack damage that she gets from leveling. This Akali did so much dmg with base damage skills it was insane. I dont know if you guys made her like this but something needs to change about that. There is no reason why an AP hybrid champion who builds no damage items or runes at all should be able to do that much damage and not take any at the same time. Please keep this in consideration during your next patch, Thank you.
