I am just wondering, he is seen lately as an unhealthy problem and sports a suprising ban rate. What would it take to make him balanced?

It would take yet another full rework. A Rioter, although I can't remember who, wants to do him over again. Be patient, and make sure you invest in a item 3102

They honestly just need to ditch his "short ranged mage that scales with Mana" Identity. He's completely unbalanceable so long as his identity is someone that completely rapes you whenever you're in range.

remove mana scalings yes, they're part of his 'identity', but either that or his high damage "magic gatling gun" schtick has to go, they are not compatible. ryze gets crazy damage from mostly tank items.
