Different take on utility bot lane champs
I think there is an available niche for a new bot lane champ. Currently I consider there to be 3 subtypes of ADC's: mid game spike, late game spike, and utility. The commonalities between all 3 are that they are ranged, deal AD, and take turrets pretty well (possibly as a result of being ranged and dealing AD). I think there is room to expand on the subtypes of Bot lane champs while still maintaining their turret/objective taking nature.
For example, I could foresee a ranged tank that is more tank than damage focused but can still take a tower/obj and lane against an ADC. I think the closest champ to this right now is Gnar. The biggest problem with playing Gnar bot is that he cannot effectively lane in a bot lane setting and it's almost a free lane for the enemy ADC.
Likewise, I don't necessarily think that the bot position has to be AD, they just need to be able to help with taking turrets/objectives, have some team fighting presence (not necessarily high AD DPS), and be able to have a reasonable laning phase vs an enemy ADC & support. Currently the only champs able to do this are ranged AD DPS champs.
It seems like there are a variety of options in terms of team compositions such that the Bot position doesn't necessarily need to be AD DPS focused. For example we see kindred jg, graves jg, varus mid, etc, showing that there is a possibility for AD DPS to be located in a position other than Bot. Similarly, there are AP DPS champs such as Karthus, Cassiopeia, and Azir already capable of providing a source of DPS during teamfights.
However, there really isn't any other decision for Bot position other than an AD DPS champ. With Bot lane champs being majorly AD DPS focused it limits the options for AD and/or DPS in other positions and makes the ADC position pretty uniform.
I think with some variety in bot position it will open up variety in other roles as well, also allowing for more variety in team comps. Given some creativity, I think it's possible to create a champ(s) which breaks down the uniformity of the bot lane position.
