Surrender votes

Every time I get into a game that there is a surrender vote 75% of the time it ends in a vote where its 3/1 or 3/0 with two people still in the game/or afk that are not voting. Ending up continuing the game because just 3 votes isnt enough. I think if somebody doesn't vote it should be counted as an automatic yes. Then people wont have to waste their time waiting for the end of the game due to afk or people just not voting.
