Adding a third Last Whisper type, like the old one, only weaker and make a Last Whisper item unique

After Season 5 Riot didnt wanted Last Whisper to be a MUST HAVE item, more like a situational item choice. This is all fine, but now nearly every ADC abuses Ghostblade for armor pen, its like a must have item for all AD champs (Korean adcs, Assassins). So here you have basically the same problem.

But Riot could add a third last whisper item, with maybe 30 or 25% TOTAL armorpen (with more ad if it only would have 25%), so you wouldnt have this weird powerspikes against squishies anymore while still deal nearly no damage to tanks, instead you have a healthy powerspike against squishies AND tanks, while missing CDR and the Ghostblade active(=less dps and chasing ability-->more balanced).

But there are still 2 other last whisper types, so if you are a Vayne, you could just go straight for lord dominiks reg. in the late game because you already have true damage so you dont need additional armorpen agaisnt squishies.

And you should be only able to buy one kind of Last whisper, so you dont can get the last whisper with total armorpen and the one with bonus armorpen.
