syndra nerfs

in the past, many champions have been overpowered/unbalanced and it takes time for the community to realise this and start abusing said champions power. right now i think syndra is ridiculously strong and i thought of something that could make her fairer to play against

• increase the cooldown of q at lower levels
• increase q mana costs so syndra cant spam like she can now (sort of like lissandra could)
• decrease ults ap ratio so its more of finisher than a delete button
