make a new ranked style?

Ok so,

I have been playing LoL for quite some time now,and came to a conclusion that there are so many players in the ranked system who just troll/feed or simply afk. Its not even funny any more,I win one game lose the other and on and on and on... So how about,making a new ranked system parallel to the one we have. For example, you could only play if you have a certain % of wins by the time you achieve lvl 30,have a clean slate(minimum reports) and/or pair it with the new mastery update( if you are good as a marksman,then you play that role and not jungle where you have 1-10-0). Players in silver/gold are so toxic now,so much flame ,so much feed and troll, its making me not enjoy LoL... Its kind of like a test before ranked ,if you have a good score,you can play this ranked? What do you think :/?
