If I buy the golden Championship Riven 2016 chroma and then buy the Championship Riven border + icon, will this border apply in game when I play Riven

as long as you have the specific skin equipped, they'll show up in the game

It'll apply if you use Championship Riven 2016. I'm not sure if it'll apply to Championship Riven 2012, though.

Yes if you get the golden riven chroma and you get the border and Icon you will get it when you play championship riven, might be limited to just the golden chroma
