Vote for dodge? Tired of sacrificing my LP because of trolls

What made me think of this was a stupid player who claims he's "diamond" but then yells "I can't adc you idiot, why did you instalock!" (he had from the start of bans til last pick to ask me if he could top because I called it 2 times to clarify I wanted top lane lol) and he panic picked Rengar, so we had no adc and he's flaming me, I KNEW it was a bad game, so I dodged, as I was relaunching I thought: "Why can't we have a voting system where if 3 or more (maybe 4) think the game is unfair for your team, or there's a troll, then everyone is dodged no penalty?"

So now I want to provide this idea to you guys, the community, and riot. Everyone can relate, we have that one troll person who rages or something (sometimes you can be one of them) and you don't wanna play a 20 minute game to lose immediately, and instead you dodge.

Can we add a voting system on champion select, to avoid dodging penalties TO EVERYONE (including the troll, because the troll could be an honest person who accidently picked wrong champion) and cancel the game start? I don't see this as a bad idea in the slightest, I think the only problem would be 3-4 man parties, you guys, as the community, can give some ideas to get around that, but otherwise I think this would help a lot.
