It shows Camille as a champion in the game characters, yet she can't be bought or found in the store. Why?

Because they haven't activated her yet. All of her assets are in-client, but they are waiting until next week to turn her on for players to buy.
The reason they're waiting is so people don't have to deal with her + ranked placement matches at the exact same time, instead they delayed her a week so people could get settled into their ranks before top lane gets its dominatrix.
