LeBlanc Silence Revert with Correct Nerf

Sigil of Malice renamed to Sigil of Silence and regains it's previous effect

Distortion's base cooldown now begins at 20 seconds and is reduced with ultimate ranks. (17/14/10 seconds at level 6/11/16)

Mimic: Distortion ability power ratio reduced from .975 to .6

LeBlanc can no longer max W in lane and be rewarded with a low cooldown jump on top of the wave clear. She is now forced to make further considerations when jumping around in the early and mid game.

Lastly, shaving a bit of raw power off of the double jump is fair and in my opinion overdue. There are just too many things that the w-r interaction can do for you to give it that much damage.
