Snowballing changes in Kill exp.

I myself, as well as many other players. even pro players have noticed a huge difference in snowballing off of kills in lane and in the jungle. I myself would really like to know what the changes are and what the percent of the exp has been changed to cause such a huge amount of snowballing to occur.
