@Riot: Why doesn't Tahm's Q have AD scaling?

Let me lead off by saying I don't have a single problem with at the moment (other than accidentally eating something or someone I didn't mean to). I''ve had blast with him as both support and in the top lane. But something's been on my mind as of late. Tahm uses his tongue in his auto attack animation. His Q also uses his tongue, but with a much longer range. Most champions that use their weapons as a part of their spells, like and , have an AD scaling attached to it. Did you not include this on Tahm because you thought his poke might''ve been too strong? Or was this something that just never occurred to you?
