A Miss Fortune1 votesIn-game, Miss Fortune would definitely win. Gangplank relies on his Q to do any damage and Miss Fortune would just simply outtrade him no matter what with her Q resets. Her Grevious Wounds would also be a huge problem for GP.
Lore-wise, I don't know since there is no lore.
