New Jarvan Mechanic? Ult Flag?

I just recently had this idea. What if J4 could ult his flag? It would basically allow you to choose whether you want to point and click a champ, or drop flag for a skillshot ultimate. The skillshot side would have both strengths, and weaknesses. I'll list some

Strengths: Specifically placed ultimates (such as blocking off a passage, trapping only certain champions that may not be trapped by a straight on ultimate) Secondary escape (IE: Your q is down, but you have flag and ult up. You're getting chased, and need to escape. You then decide that escaping with your life is worth your ultimate. E > R there you go)

Weaknesses: Skillshot - this means that if you misplace flag, you would have to either drag to it, or just take the less optimal ult If used as an escape, it would be almost a WASTE of a big cooldown of a very important ult Can be dodged, as it is a skillshot

I don't know how balanced this would be, as I'm not really a game designer, but I DO know that it would be FAIRLY simple to code. I dunno. Just a thought
