The issues with shen is the same as me and
jg. Dependency on your team, lacks other options should that team fails and is simply weaker than most other champs atm. His ult is actually a unique weakness to shen.
- Dependency on your team: His ult, shadow dash, shield and AA denial is allot of utility that takes up very sizable amount of his power budget that could otherwise be damage. He's an enabler for this very reason. Protecting your carries and turning 2v2's into 3v2's
- He lacks waveclear and upfront tower dmg. The only option you have should your team fail is to split, which given that desc shen's simply not very good at. Now he can do it, really slowly.
- Shen was nerfed like crazy due to his abundance in pro play. His ult was simply so valuable to Riot crippled his kit to make him as unattractive a pick as possible
And the unique one. Towers are weak and fall easily, so if you ult away, chances are you've lost tower. So that ult needs to get, at minimum a kill and a tower. Now let's briefly compare it to Karthus. He sees someone low, goes back to tower and ults. Chances are they're hit before they recall.
Shen however is spur of the moment, there's no time to go back to tower. This makes shens ult far easier to interrupt and even turn into a kill. Shen is there as an ult bot. Once it's down it's essentially a 4v5 because with no execution ult, you lack kill pressure and the ult becomes far less useful once you start grouping.

So yeah, Shen probably isn't the best choice to climb regardless of your team mates. If you tell me what appeals to you about shen i could recommend similar pp, who have more control over how the game goes.
But, if you're dead set on shen. Don't let up.
has only ever been a decent jungler for 4 months in season 5, and I managed to climb with him, which I will say was an absolute pain (such a fken slow climb my god)
