The ranked system is built to stop you from enjoying the game or progressing.

mmr
mmr to low
To explain MMR in a basic way. You have a Starting Balance. Each win adds each loss removes from that balance. Currently your sitting at more losses then wins so your account has a lower balance then when it started. 45W 49L so -4 games of MMR. (edit. its more complicated then just this by the way. this is just a really easy way to help people visualize it.)
Riots LP system adds some extra functions into the system. LP is made to move slower then MMR. This shows up in LP gains as if your MMR is under your current Tier then you see less LP gains and higher LP losses. The system is constantly playing catchup to your MMR. Free promotion wins on reattempts and demotion protector mean that if your struggling between 2 tiers your MMR can get pretty gapped.
This is frustrating when some one try's to climb because you start seeing players in the divisions your heading towards before your there.
Honestly there is going to be a lot more to it then this. K factor slowdowns and MM system expectations and adjustments are importiant issues to make a functional MMR system for games like league but riot does not share this information.
end of the day there is a simple rule of thumb I use. Don't expect to climb unless your accounts win % is over 50%
