Xp changes

lately while playing the game, as soon as i begin to fall behind i notice its seems impossible to stay even in levels against my lane opponent. Im not sure if this is just from in efficient farming or something on my end but it seems like perhaps kills and assist put players farther ahead than usual. im not sure if this is the case but if someone could explain this to me that would be awesome.
