He's not overpowered per se, it's just that Iceborn breaks him, making Blue ezreal op. The others are fine, but the blue one is OP.

Iceborn got changed so was Muramana. Ezreal is not so special at all.

Ever played against a blue ez as a top laner? Trust me it's hell. Also blue ez is a bit too safe for his mobility, spammable q and damage. That's why I find him op. But obviously other people might argue, it's not like anyone finds him op, it's just my opinion here.
