Casted Abilities

I have a question as to abilities that have a cast time. I've noticed through many games that abilities such as Lux's R, Ezreal's R, Illoai's Q, and others, that they have a small cast time, yet cannot be interrupted. I've attempted to interrupt such spells many times but they still go off. If a spell has a cast time, shouldn't it be able to be interrupted allowing a little more counter play? Like it would be a huge blow to an Ezreal if you can stop his ultimate since it has a 1 second wind up/cast time? In this most recent example of mine I would've won the trade as Quinn versus and Illoai when I vaulted her Q and essentially stopped her from casting it, yet the tentacle smash went through and I took the damage, losing the trade and forcing me to recall. I'm wondering if this was ever though to be implemented to be able to stop abilities with a cast time with hard cc.

cast time is not the same thing as channeling. in league of legends, channeling abilities can be interrupted but abilities having a cast time cannot.

Yes I understand that, but still there is a small window between the ability starting and being released. If the ability is an instant cast no, you shouldn't be able to stop it, but one even with a small cast time should be able to be interrupted. If there is a cast time and it can't be stopped then why have there be a cast time other than for aesthetics or skill timing purposes? Just like a channeled ability you would have to know when to safely cast a ability with a cast time or run the risk of having it stopped.

there is a cast time to allow enemies to dodge it, aka counterplay. but its not channeling because being able to interrupt it is considered too much by riot. thats called balance.
