How does FPS affect your gameplay

So i play league on a laptop. During the laning phase everything is perfectly fine as i get between 25-40 fps. The problems arrive when team fights start popping as my fps can drop down to something like 14-17. I really want to get good at the game and i know i still have a bunch of stuff to work on but i just wanted to know if i could be improving at a much faster rate if i had a good pc or something like that. P.s Usually it gets worse over time so if game drags on long enough it can get pretty bad. Champs like taric and mf are really annoying too because their ults have a lot of.... "particles?" (don't know what to call them). P.p.s i know the game is manly about game knowledge and decision making so i know it is not the primary reason i suck but still go easy on me.

SHORT VERSION: In a perfect world if i had a good pc (ya boy broke so no lol) would i noticeably get better at the game or would i just slightly improve my "mechanics"? Your opinions would be Ezreal tremly helpful haHAA.

I play league on a laptop too, just lower the specs and you'll be fine.

well, stable FPS will help you a lot in getting better at the game. You won't have to deal with smooth gameplay one moment and then choppy the next. That can really mess you up and make you miss a lot more skillshots than you normally would.

I have stopped playing league till i get a new PC since i just cannot do much of anything when my FPS is jumping all over the place so i cannot actually even get used to it

FPS definitely makes a difference when in team fights and playing the game in general, but I don't think it is the reason you'd be stuck in a certain spot unless we're talking Plat+. It's definitely something to consider if you have other reasons to buy a higher end PC and makes playing a lot smoother especially if you are a clickoholic or play fast or intensive champions.
