Categorizing items to fit champions

Make the items exclusive to champion groups so that champions wont need so much overall tweaking.

Separate items and champions into light, medium, and heavy categories. This way items and champions have a context and role. Then when balance passes are made less testing is needed on items affecting champions in unexpected ways. This does mean however that more items will need to be added; as the current items don't allow much room for diversity. The analytical nerds have done their homework and have concluded there are only particular itemization paths to choose from for each champion, and they are right... This can get boring fast when you build the same build (1 offensive/ 1 defensive item alternative).

Ex: building a medium category tank:

I decided that i didn't want to be a full tank because i wanted additional mobility and tenacity. If i chose hecarim Hecarim over scionSion as my tank, i wouldn't be able to select from heavy items like a randuins omenitem 3143 or spirit visageitem 3065 . but i could pick up a thornmailitem 3075 ...something along these lines.

I do think that for the overall balance of the game, item power does need to be restricted from particular champions, but item intent should not be restricted, IE: the build difference between a tank, bruiser, fighter, and assassin..so of the champions whose roles are completely separate share similar items...that's not good when you're tweaking base stats between such large groups of champions. And quite frankly the reason why half the champs are not viable in higher tier elo's...have you seen a heimer dinger, a soraka, a gragas, nunu. the what i call eye candy champions that barely make it into anything above silver. if your all fine with it...then separate them out. The eye candy champions and the super serial champions. then new players wont waste their time mastering worthless champions and you'll have a greater pool of competitive players.
