What is this?

Yesterday i got on and this started happening to my game. i don't know how it happened or why. All i know is every other game on my PC runs 60 fps perfectly fine. This has never happened to me ever. Does anyone know how to fix this? I tried reinstalling the game and running the full repair in the setting but nothing is working.
