Idea for Riot Tribunal

I know it must be time consuming and also hard to process all the reports players give each other. As it turns out, more than 50% (estimated value) of this reports have no foundation.

What if riot would implement a system that prevents players reporting each other on a whim or as some sort of mini lobbying? For instance a player has an argument with another player during a 5v5 one of them can say in TeamSpeak "All report player x, he annoys me".

This system could have scripts to prevent riot personel to check everyone, only the needed ones. For instance if a player falsely reports another player at least 5 times he would be evaluated and probably receive a warning etc.

I just want to improve the ban system and i feel like it's way too manipulated.
