Serious questiono about teemo

I have gotten into a game with a teemo for the 4th time today, and everytime he has carried. He has an extremely strong laning phase, and does not fall off at all. He is so overpowered and nobody likes being against him. My question is is he is literally just a joke at this point. They are buffing him in the next patch and i dont see why. They should nerf him (or remove) because there is little to no counterplay. I know he has some counters, but not many. His ult does too much, he can have too much of it on the map. His blinding dart isnt a skillshot and it does so much, he has an ignite on every auto attack, and when he gets buffed he goes into a bush and literally can not be seen. He is so overpowered and has always been. Just wondering if riot is trolling at this point.
