Riot needs a new remaking system

Can anyone explain why reconnecting even once prevents others enforcing /remake?

I have seen many bs games that should be remaked but not allowed, and I find it very unpleasant to experience. I am getting this afk-ing issue more frequently these days since I am playing with/against bronze/silver/gold players in blind picks unlike before when I used to play with masters/challengers in normals.

How about allowing /remake if player(s) in your team has 0 kda, 0 cs rather than reconnecting bs.
