We need to look at what DFG did for Veigar to get an idea of what Riot is probably going to do for him.
- Let him delete targets early/mid game, with 20% less AP (give or take).
- Let him delete multiple targets late game by Ulting one and DFG-Q on the other
Veigar can get rediculus amounts of AP late game, so he doesn't need the DFG late game, but his early/mid game will hurt without it.
So since his early/mid game is going to be weaker, any buff to get him to the same level would need to help his early/mid game. One solution is to make small changes to his Q to let him get more AP. Lowered mana cost, lower cooldown, mana/CDR refund on killing a unit, etc. are all possible solutions.
Where things get dicy is what Riot is probably wanting to do for Veigar. 5.2 patch has been targetting assassins with no counterplay, and while not an "assassin", Veigar has very little counterplay. A skilled Veigar instantly stuns you, then deletes you with his choice of abilities. The fact that we haven't seen the kit on the PBE implies that we will see changes to his Stun. However, changes to his stun means there need to be changes to his W as well, since the only way to land that was on a stunned target. Then you've got potential changes to his Ultimate, since the best "counterplay" is a Zhonya's or don't build AP.
TL;DR: There's a decent chance we're looking at a full blown rework for Veigar.
