Windspeaker's Blessing Question.

Hello all, the text on Windspeaker has always sparked some debate and has been clarified over patches, as it stands it is fairly straight forward but the game doesn't allow players to verify or test some things. For example, Barrier is a self applied shield with a flat number that changes per lvl, so the text doesn't take masteries into account and it is hard to tell what the actual applied value is. Sterak's has a similar problem.

My questions are:

Does Windspeaker's 10% increase apply to Barrier and Sterak's?

I believe that it should, as the text stands, but it is impossible to test.
