Think i noticed a flaw with the leaverbuster

So has anyone else had a game where your team(i am the mid lane mage for context) decides to pile into my lane and spam all the emotes as fast as they can. when i object to this i am told to "suck it" and it continues. realizing this will not be a fun game i choose to leave, to which i realize that the leaver buster system, which is automated will punish me for choosing to ignore idiots then spend the game followed and harassed. has this outcome occurred to anyone in the initial design or was this to be ignored till it was a problem.
