Unlike the 2nd rework, the current one is on a higher skill cap. It's pretty much predicted that Ryze now takes more time to be mastered, so I couldn't blame him for being "underpowered" yet.

Ryze is a high skill cap champion, one of the highest in the game. He's hard to just pick up and play.
I mean, pre-rework Ryze was ball-bustingly overpowered with a 45% win rate or some shit.
Give it time. Not all champions are shit-easy and can be figured out and have accurate statistical data in a short amount of time.
He looks even worse than before hahahha xD No seriously, he looks kinda unfinished.
I think the goal was making it clear what
is trying to do when he casts spells, so new players and opponents less skilled than master
s can understand when picking up and playing against it.
