Would an item similar to hydras help differentiate between caster ADCs and crit reliant AA adcs?

My idea was something among these lines: My example is an item that builds out of BF sword + something with a mana crystal and long sword, grants you 300 mp + 70 ad as the fully built item but has a unique passive and another active that is somewhat similar to hydras.

The passive could be: Your active abilities gain 50 extra damage on their first hit and first hit only, meaning something like lucians ult, only the first hit would add 50 damage, graves q which splits into three sources of damage, would give 50 damage on its first hit and not 150 in general. it could also help ezreal but since his q is an enhanced auto attack i dont know if that could count.

The active could work like this: Enhance your next ability's damage in general by 50%, the active could be displayed as a glow just like titanic hydra on your hands, sort of a blue glow. of course ultimates don't count and magic damage doesn't count either so you wouldn't be blown off the earth by ezreal or graves with just their ult, the cooldown on the active would be 20 seconds.

How's that idea? is it any good? I understand this could make mid varus broken, but something can be done about that too.

It could help differentiate between carries that wish to go with poke abilities, and not the regular duelist crit auto attack reliant build, which is usually an infinity edge rush. Also, yes, the item should be ranged exclusive like runaans.

That would not differentiate anyone, almost all ADCs have a spammable ability and so they would all get it. +50 damage every tumble? Wow! Every volley? Every rend? Every double-up? Every living artillery? Every spinning axe? Every zap? Wow!!!! etc

Ezreal Q isnt really an enchanced auto attack as it cant crit. GP Q on the other hand is an enhanced(melee) auto attack.
