Le Blanc is an uppgraded verison of Ryze?

Seeing the new at first made me happy, but after playing as and against some games, I just found her to be really unbalanced, is a character based on deciving, and its fun to play that way, but when I see that her new Passive with her Q can laneclear instantly even at low level I start to see it as unbalanced. uses W tho hit all minions and wait for her passive timer before using Q. That Q bounces like Ryze Q on his E to multiple targets laneclearing easy. Now in comparison thats what it is. But the fact that is a champion that usually farms well and doesnt have as great movenetspells as does, makes it kinda dumb. has always been a champion that farms kinda bad and still has a easy shot at getting kills. But the fact that she can farm up just like and still get kills easy makes her really overpowerd.
