where are the katarina nerfs?

to start of i am super happy you have nerfed electrocute so that there arent as many one shot champions because it was getting very frustrating to play against. but how the hell did you even let katarina become a champion. i know that she is one of the hardest champs to master but that doesnt mean you can make her so overpowered that you can 1v5 when you are good enough. i think apart from her damage the most op part is how low her cooldowns are, how she has no mana and most importantly how hard she is to hit. to give you an idea of how incredibly powerful she is imagine she was being used by an advanced AI like the openAI, katarina would be able to dodge all skill shots and kill every single person using her overpowered spells. so i am seriously wondering why she hasnt been nerfed? when i play i see no counter play to her, i dodge every ability that is possible to dodge and i still lose to the insane damage and little counter play. or is there something im missing or just arent good enough at league to see?
