New Devourer = original cinderhulk?

Anyone agree? The addition of the doubling of on hit effects is quite like how cinderhulk had come out with the scaling AOE damage to champs in fights. I feel that this is going to be really overpowered, and after a decent amount of complaining, Riot will nerf it in patch 5.15 (2 patches after this comes out i.e. 5.13). Unless i'm misunderstanding something, it looks to be quite OP.

Ideally, the item could be balanced to a point where tank junglers and Devourer junglers can apply the same amount of pressure and appear equally as strong at the same time, but i'm not sure if that's going to be the case, in it's current state (also considering the fact that tank junglers have been nerfed, not implying that they aren't viable).

It's a teensy bit overpowered with it's base damage, it'll probably be lowered from 30 to 25 stacks to become sated. Then, only stack to 50, to cap the on-hit magic damage to 100. Still, I doubt this will be as "bad" the original cinderhulk. Plus it takes 14-22 minutes for any efficient AA jungler to get fully stacked on the new Devourer, and I think it puts them back as viable junglers.

Fixing Poacher's Knife to create a viable counter-jungling environment, will be the only way to combat the "new Devourer" without applying Olaf.exe (aka Nerf it to Hell) to it.

Since Riot is fixing enchantments, this is the only one left.
