Blood Moon Champions Make No Sense

The champions allowed in Hunt of the Blood Moon make no sense to me.

The rules which govern which champions are allowed appear to be:

  1. Champion must be burst focused
  2. Champion must not be tanky
  3. Champion must have built in mobility

However these rules seem to fall apart when you compare champions side by side

Why is Elise allowed, but not Nidalee or Jayce? You could argue these two are too focused on poke breaking the first rule but there are already champions with poke in the mode like Leblanc

Why is Kennen allowed, but not Lissandra? Her E gives her access to built in mobility. You could argue that having her ult and zhonyas on reduced cooldowns would make her too tanky but Ekko and Fizz also have multiple invulnerabilities.

Why is Rengar allowed but not Nocturne? He wouldn't be overly tanky with the available itemization. Hearing Darkness every 30 seconds would be really annoying but there's a simple fix. In the mode, the vision denial and voice over could be restricted to just the champion hes ulting.

Why are Riven Yasuo Camille and Pantheon allowed but not MonkeyKing? This one is especially bizarre to me. He seems to fit the mode even better than they do.

There are probably even more champions that could potentially be in the mode that I'm not thinking of
