He is still good.

But you will have to get used to being nerfed twice per season with no substantial reasoning anymore if you want to main him.

The fun thing about him is you don't have to build excessively tanky because hammer form ups your armor and MR. It lets you get out of sticky situations where survival wouldn't otherwise seem possible.

Yes he is good I used him in my placements. I think he is much better top because of his potential to bully a lot of top champs. You can beat Champs like Gnar, Riven and Irelia in lane. I love his style and kit like you said. He has some outplay potential, burst, poke, and is decently mobile.

He's fun to play and if you can pull off good combos can be deadly. He's a great champion for ARAM. In the beginning it might be a little tough to play him but if you stick to it you'll get better with his disengage and all-in combos.

I used to play a ton of Jayce but I just got sick of all of his nerfs because Riot doesn't know what to do with his kit (even though his kit doesn't make much sense). I've been thinking about picking him up again, though. He is definitely fun to play and has a lot of versatility and build paths, so you can pretty much build him however you want him and he isn't countered very easily in top lane, so he's a safe pick.

There have been rumors for a long time that Riot is trying to re-work his kit, but I have yet to actually see or hear anything about it.
