So I'm a little mad about this because it's the second time it's happened. Where I live we have thunderstorms a lot, and while I was playing a game my power went out. I tried getting it back but by the time my computer was back up, the game had ended. Now I have to wait in a lower priority que for the next five games and wait 20 minutes beforehand for something out of my control.

Same here, and I know you can tell whether it's coming or not long before it could possibly knock your power out.
Leaver Buster is automated, and increases the punishment the more often you leave games. If you leave very rarely, you will receive low or even no punishment at all. It's only when you leave too frequently that you end up with a 20 minute LPQ. Do what you can to avoid leaving, but otherwise you're going to have to deal with the consequences. There have to be consequences whether your leaving was intentional or not, because it hurts your team just the same.
