Just curious, but how does the match making system work? Im silver 4, ya i know shit elo, and was placed in a match with someone doing promos? Why is that a thing?

Being in promos doesn't get you any special treatment in the matchmaking system. If you're of near MMR (stands for Match Making Rating, basically just Elo) you'll be paired together. Being in a party used to adjust your group MMR but no longer does. There is a safeguard to prevent newer players from playing with experienced players until their Elo adjusts accordingly.
Elo is capitalized because it's named after the guy who invented it.
