Ping caps at 60 ms?

Whenever I play league my ping caps at 60 ms, which is not bad but I don't understand why it is happening. I know my internet connection can give me half that, but I'm not sure what's stopping it. It's almost like it is capped in settings or something because sometimes it goes to 59 ms and immediately goes back to 60 ms. Not a huge deal, just wondering if anyone can help me out.

Ping is based on Server, not your internet. Riot Servers arent moving from Chicago, and your Network isn't moving from wherever you are. Therefore, if 60 is the lowest ping you can get for the distance from chicago that you are, then unless you experience lag spikes which will increase your ping, you won't drop below that unless you get closer to the servers in Chicago.

Service provider can play a big part. 4 miles from my current location my provider was called "Packerland Broadband", with with them I got a steady ping of 27-31, depending on what else I had running on the connection. Now, after changing addresses I have Charter internet instead(5x the speed of my old internet, as well) yet my ping is 46-50 usually.

You can go direct to your modem with a wire, instead of a router/wireless, to shave off 1-2 MS usually, but it doesn't often make much more difference than that.

Realistically, 60 MS is a perfectly respectable ping either way. The service providers might be different between you and your neighbor to cause the ping differences, or your router setups may be causing the difference.
