Why can't LoL make it so that crystal scar can be used in custom?

Sukishoo1 votesBecause having game modes in customs is just as much upkeep as it is to have them up normally. They have to make sure new items, new champions, champion reworks, ect work correctly, as well as all the balance changes they make in general. So they won't do it.
