Should the rework champions list be only for out-dated champions?

I think that besides not being against some champions getting rework first due to their out-dated kit/feel whatever but in my opinon after reworking those champions that deserve it should riot rework champions like riven,yi because sure i have nothing against those but i believe that eventualy even those champions will get some changes but i fear more signigicant changes even only visual update wont come due to the fan base some champions have Am i overreacting or just concerned because even as a not riven main i would like in the future she got some changes to flesh out more but i fear due to the fan base and the usual idea that all riven players are smurf or toxic will lock these types of champs in a cage where they can not be changed ? No offense, but it's quite clear English is not your first language. It made reading the whole thing rather difficult.

The rework list is for champions who need reworks. They've got outdated kits that don't fit the game in its current iteration. Riven in particular has a very good kit that will last for several years more at least. Yi, however, is a staple of what it means to be an on-hit assassin/fighter-- which from the change to Irelia and Xin is something Riot is trying to phase out.

The Rework list should only include those that they are currently working on.

Right now, I think Riven classic skin needs a rework, same goes to Redeemed and Crimson Elite But.,,why not checking the rest too? For example Dragonblade Riven splash art lol Now, classic Riven should look like this: http://i.imgur.com/VDORRry.jpg Khazix :"Change... is good."
