Is aurelion not suppose to be able to reactive his Q?

remake of old thread - Aurelion sol has been having some success recently so I thought I would try to play this champion for the first time cause he seems to have a fun and unique kit. First picked him in a normal and got counter picked by a zed. Found out you can't actually immediately reactivate his q which is immensely misleading and deceitful. Found a 2 year old thread with the same complaint/question and it still isn't fixed. Please fix the explanation because it is essential to know.

He gets crapped on by champs that can close gap easily so ya would be nice to have that clarified.

It adds counterplay to his kit, you wither want to be beyond his outer radius or within his inner one, otherwise he'll destroy you. His ult is his only active tool for controlling that range though. If he could instant pop his q (such as anivia) then he'd be absurdly broken, as counters would require 2 gap closers, like zed, instead of 1, like most assassin's.

But to TLDR answer the op, yes, it is intentional to not reactivate immediately.
