Why won't they bring Akali's E passive back?

Since Riot refused to make that ability into something useful or at least have synergy with other abilities, why don't they just bring it back to its old state? Or maybe make it so that when the enemy is marked, E will do 50% lower damage but still proc the mark. Even removing the damage entirely but still being able to proc Q would be better than the state it currently is in.
