Bought $150 worth of champion shards for a new account after buying all of the sub 500 RP champs.
The result... no Ivern shards period. The last 15 champions to get "randomly" unlocked were all 975rp champions. The very last of which was Ivern.

a friend got ivern and I watched her get it on screenshare when she opened a bunch of boxes and rerolled the champ shards.
It's just luck, mate.
I got Ivern on my first reroll after he was released.
He may have been the only champ I didnt have though XD
You can get shards of champions you already own, so buying all the 450's didn't help with that.
Rerolling them will give you a random champion you don't own tho.
