I might imagine that he will be taken in consideration for the Immobile Mages rework but since you can't say anything about it...
Right now Xerath doesn't have any good Keystone to choose, TLD is really situational as you need to land a stun at enough distance to be sure to hit your W bullseye and Q at the same time leaving you without any skill for a long time before you build lots of CDR. DFT instead deals minimal damage which becomes somewhat noticeable when hitting 4+ ppl and you are already fed. The damage is so low that you can't even rely on it to finish off escaping squishies at 3% of their hp.
Not to mention that Xerath is probably the Mage who is suffering more from both the AP item nerfs and the Assassins using TLD.
