Gangplank

Can someone explain to me why Gangplank's oranges are on such a low cooldown/mana cost.

Laning against the guy feels like playing Donkey Kong while watching a healthy variant on who can eat the most hotdogs. I don't mind the gigantic slow on his barrels, his ranged ultimate that cripples any lane or his overal late game dominance, but his oranges are for me the most annoying thing to ever have to play against.

It seems to me that a CC removing, missing health restoring skill SHOULD be something you need to think about using, but as Gangplank is now, everytime I see him that is, he just presses W whenever he can. With his barrels movementspeed and his cooldown reduction, it doesn't seem have any negative impact on his kit. Most skills in LoL have to be considered, do I use it now, might I need it later, do I have the mana for it, but it doesn't seem to be that way with Gangplank, he just uses his W whenever he feels like and its hard to punish it for him in any stage of the game it seems, since he can just clear waves at range with barrels or his Q, seemingly to almost never run out of mana.

I'm not asking for a nerf or anything, I just want some explanation why this skill seems to tiring to play against. I have the hardest time against gangplanks and don't get this skill. Its hard enough for anyone to dodge all his crippling barrels, closing the gap only to find that their attempt is futile as he uses W to chicken his way out of there only to pick up two kills with his ultimate.

I know you can counter it with morello's or any other thing that gives you grievous wounds, yet still it feels as a mountain to fight against.

Why does GP.s W feel such a free skill?
