How to play against a Mordekaiser

Hi I'm having quite a lot of trouble in bot lane against mordekaisers. Does anybody have any idea on how to combat against him when playing an adc? I hear people saying play passively or don't get in range of him but a lot of the time to even get an autoattack on short ranged adcs you're in range of his e which will destroy you regardless if you build armor or magic resist. It's hard not to fight him as he consistantly denies farm by spaming E on you whenever you get close to farm. You pretty much can't poke him as when he sees you coming to poke he will just q the wave and neglect all damage. Underneath the shield is pure tank.. I guess you could say the number one thing I'm having problems with is the E and Passive. Any suggestions? I like to play quinn and lucian so try to apply to them if possible :P

(Ranting, don't read if you don't want to) Why would RIOT go forward with these juggernaut reworks? It feels like the champions require less skill for more reward. In comparison to a champion like Fiora who actually requires timing and good aim, the champion rework for Mordekaiser is pretty much an anti-fun kit. You can't poke him, you can't kill him. Meanwhile you try to kill him you are dying because he does damage. He dosen't even need his w to be strong. It's this kind of spam-to-win kind of mentality I thought RIOT would try to get away from that and go for more interactive, harder to play champions to create a more fun enviroment but apparently they want to stick with spam idealistic champions to output. And before you call me out on it yes I'm butthurt because I can't win a single game against him ._.
