I think it's a great idea! many people wanna play aram the most because the random champions and so you have to master a lot of them.

Yeah, uh, fun and competition are kind of mutually exclusive in this game.

There is very little luck involved in ARAM aside from the randomness of champ select which could easily be fixed by having Ranked Draft/Blind ARAM. The team fights are almost always 5 vs 5 so communication and coordination are extremely important. ARAM is also faster paced and requires split second decisions more often than on SR. There is less room for error even by 1 player in ARAM vs SR.

I don't think draft/blind HA would work out long-term. Riot doesn't really care enough about non-SR modes to do much balancing, and HA is fairly straightforward. The same champs would eventually just end up being picked/banned over and over and over, for years.

Random champ select would be one of the more important factors in the longevity of a potential ranked queue.

Only in the short run, which does make things awkward in tournament settings. However, for a ranked ladder where players are expected to play a large number of games, personal skill is much more important than luck.

Yes, but with a few caveats. For one thing, there's some implementation details that need to be considered to make things more fair and less abusable (e.g. full champ roster, bans, rerolls). Secondly, there'd need to be adjustments to the ranked ladder and LP system to emphasize that ranked ARAM standings are based around a multitude of games rather than just a handful.
