Pantheon's Q at rank one (which is all he would have at level 2) deals 65 + 140% Bonus AD as Physical Damage.

He would need 96 Bonus AD to deal 200 damage with his Q before damage reduction.

How did this Pantheon get two BF Swords by level 2, then?
