Did you ever see a Sivir with the Furor boots, a phantom dancer, and a item 3044 item with the ult on? That is 335 base, 12% ms from pd, 12% from furor, 20 ms from the phage rage passive, ~20 from her passive, 45 from her boots(and attack speed), and 40-60% from her ult.

So that is 335+ 85 + 12% x 12% x 40/50/60%(add in the reduction of the soft caps) for 616-651 ms. Try outrunning that. For reference Janna's tend to go ~600 with the item 3117 passive on and some ap. The difference is, the Sivir is trying to kill you.
